What Is A Neighborhood Association?

Understanding the role of FLENA in our community

Ever wondered about the difference between a Homeowners Association (HOA) and a Neighborhood Association? The key distinction is authority.

HOAs vs. Neighborhood Associations

HOA
Homeowners Associations

Usually mandatory organizations that enforce rules, maintain common areas, and collect assessments to pay for the maintenance and replacement of community assets. HOAs have legal authority to regulate property use and levy fees.

NA
Neighborhood Associations

Voluntary groups focused on community-building and advocacy that rely on cooperation and goodwill to complete their mission. Neighborhood Associations work through consensus and community participation rather than enforcement.

Both play important roles in shaping our community, but our functions and enforcement levels differ. Membership in FLENA is open to all residents, homeowners, and business and/or non-profit organizations within the neighborhood boundaries.
